When they apply
They are always installed, and they apply only if the component’s stack document chose them.
- In a project that is not .NET, they are not loaded.
- In a repository with its own conventions, the NZT ones step aside and the difference is reported.
The method does not depend on the stack. The stack layer is optional, and the stack document decides.
